The ever-increasing demand for electricity driven by data centers is pushing the United States power grid to its limits, compelling grid operators to rely on federal emergency orders that were initially designed for rare crises. Currently, approximately 450 data centers are served by Dominion Energy, which is facing an overwhelming interconnection queue of 70 gigawatts. To put this into perspective, that exceeds the utility's all-time system peak of 24.7 gigawatts.

Dominion is also dealing with significant delays in connecting new electrical loads. About 25 gigawatts of requested connections have projected completion dates scattered through 2031, while the remaining 45 gigawatts remain under evaluation. The aging infrastructure has become a major bottleneck. Much of the existing grid technology is outdated, struggling to meet demand growth levels that the nation has never experienced before.

Furthermore, extreme heat—a frequent driver of elevated demand—places added stress on old equipment, leading to what the industry terms "forced generation outages." Just over the July 4th weekend, forced outages ranged between 18,100 and 19,400 megawatts, significantly surpassing the persistent average of 12,800 megawatts. Such failures often occur when transformers overheat, when cooling systems fail due to high ambient temperatures, or when older generation units experience mechanical failure under continuous strain.

The financial implications of emergency actions

Running older plants longer than their expected service life and deploying emergency backup generators comes with significant financial burdens. PJM’s capacity pricing—essentially the cost utilities incur to secure adequate future generation—ballooned from approximately $29 per megawatt-day in the 2024/2025 auction to an astounding $270 in the following auction for 2025/2026. Monitoring Analytics, PJM's independent market monitor, attributes a staggering 63% of that increase to the growing demand from data centers.

The trend shows no signs of changing, as the latest auction for 2026/2027 revealed even higher capacity prices, climbing to $329 per megawatt-day, marking the market price cap two years consecutively.

Moreover, the reliance on emergency measures also constitutes a secondary cost to affected communities, particularly in terms of air quality. Northern Virginia currently houses over 9,000 diesel-powered backup generators designed initially for rare use; however, since these units are now operating more frequently, the environmental impact has become considerable. Virginia's environmental regulators have started to tighten emissions requirements for new generator permits effective July 1, 2026, acknowledging the deleterious effects of frequent diesel operations.
